I had a friend who had this happen to her. She contacted her local congressman's office to get them to see where it was. They were able to track it and sent it to her. She had applied for the passports a good 12 weeks before her trip. Apparently, you can't even talk to anyone at the passport office unless your trip is 2 weeks (or less) away.
I was able to check the status of my passport application on the Dept.of State Website, which is www.travel.state.gov. It's quick and easy to check on your status. (Or at least it was at the time. :)
No, and my congresswoman's request to update the status of my passport (to RUSH, i guess?) was ignored. All I can do is continue to harrass them I guess?

I haven't received my passport yet. It's been over ten weeks.

A friend of my wife had to contact her congressman about her passport. She got it the next day--the day before she had to leave.
I haven't yet had any response to my online status request.
All right! My passport arrived today. Mandy, did yours come yet?
